Japan Fisheries Agency cheated at the announced whaling catch quota!!

  JFA publicly explained that "Capture is less than 1% of the population" and "Whaling management is per stock". However, JFA has broken these promises because they set quota off Abashiri ignoring bycatch of J-stock.

  At least, commercial whaling should be managed by an international organization of which both Japan and South Korea are members based on the UNCLOS. Commercial whaling by Japan which withdrew the IWC is just violation of international law! Catch quota of J-stock minke whale allocated to Japan and Korea should be zero since only the number of bycatch exceeds the catch limit, if it is managed by an international organization under the assumption that the catch limit is less than 1% of the population of each stock.
